It is questionable whether the elections will be held or not because there is no law in the country, neither the decisions of the parliament nor the decisions of the judiciary are being respected because the elections to be held in 90 days, which will be held by the two provincial governments. Due to their non-existence, mischief and suspicions have arisen in the people. It has been happening in the past also in the same way that arbitrary results have been obtained in the elections by arbitrarily appointing caretaker prime ministers. It is always the so-called powerful circles that have taken the decisions and still it is seen that there is a very close coordination between the current PDM government and the establishment due to which there is hope that Elections may be held, but as the caretaker government of the Punjab government has been extended, this law has been passed in the parliament that the caretaker government at the federal level has been given unrestricted powers, which is raising doubts that the general government will continue. Elections do not seem to be held on time, the roles of caretaker governments are determined and public opinion is set on how they were elected in the first place or who held office.

After the Eighteenth and Twentieth Amendments, the caretaker Prime Minister can be nominated in three different ways, the first is that under Article 224 of the Constitution of Pakistan, the Leader of the House and the Leader of the Opposition agree on a name in mutual consultation, which is called by the President. The state will appoint a caretaker prime minister.

The second procedure according to which in case the Leader of the House and the Leader of the Opposition do not agree on a single name for the Caretaker Prime Minister, under Article 224 A of the Constitution, the matter will be referred to the Speaker of the National Assembly to form an eight-member parliamentary committee. In this committee, the leader of the opposition and the prime minister will name two each, while a total of eight members from the Senate or the National Assembly or both houses will be members of this committee. The parliamentary committee will take a final decision on the name of the caretaker prime minister in three days. However, if the parliamentary committee is unable to agree on a single name, the matter will go to the Election Commission of Pakistan under Article 224. According to Article 213 of the Constitution of Pakistan, it is necessary for the Chief Election Commissioner to be a retired judge of the Supreme Court, a civil bureaucrat or a technocrat. The Prime Minister can be appointed from any walks of life according to the principles laid down by the Constitution.

Ghulam Mustafa Jatoi has the honor of being appointed as the first Caretaker Prime Minister of the country, he was appointed Caretaker Prime Minister of the country by the then President of Pakistan Ghulam Ishaq Khan for 3 months and 1 day, he held this position from August 6, 1990. Ghulam Mustafa Jatoi belonged to the National People’s Party, serving until 6 November 1990. He was succeeded by Balkh Sher Mazari, the caretaker prime minister, who served as caretaker prime minister from 18 April 1993 to 26 May 1993. Balkh Sher Mazari belonged to Pakistan People’s Party, according to the statistics of the National Assembly, he held the position of caretaker prime minister for the shortest period in the country’s history for 1 month and 9 days.

 Moinuddin Qureshi, who was elected as the third caretaker prime minister of the country, had no affiliation to any political party. Joined, Moinuddin Qureshi served from July 8, 1993 to October 19, 1993, thus he was the Caretaker Prime Minister of Pakistan for 3 months and 12 days.

The fourth Caretaker Prime Minister, Malik Meraj Khalid, belonged to the Pakistan People’s Party. Due to his left-wing hard-line views, differences arose from the party.
